The FCM Awards recognize and celebrate excellence in municipal leadership and practice, both in Canada and abroad. Award categories range from innovation in sustainable practices to involvement in international municipal cooperation. Here are the past recipients:

Award for Excellence in Municipal Leadership

The Award for Excellence in Municipal Leadership (formerly Roll of Honour) celebrates an exceptional municipal leader who has made a clear and lasting impact on their community. It recognizes someone who leads with integrity, builds strong relationships, and moves important work forward with purpose and vision. The recipient demonstrates a deep commitment to public service and shows what’s possible when local leadership is bold, inclusive, and community focused.

The Emerging Municipal Leader

New as of 2026, the Emerging Municipal Leader award highlights an early-career municipal professional who is already making a strong and meaningful contribution to their community. It celebrates someone who brings fresh ideas, curiosity, and a commitment to public service, and who shows clear potential to become a future leader in the municipal sector.

Ann MacLean Equity and Impact Award

The Ann MacLean Equity and Impact Award celebrates a leader whose work has made a significant and lasting impact within the municipal sector. It recognizes a woman or gender-diverse person who leads with clarity, integrity, and purpose, and who inspires others through their vision, collaboration, and commitment to community well-being.

The Pam McConnell Award for International Impact

The Pam McConnell Award for International Impact (formerly the Pam McConnell Award for Gender Equality in International Development) recognizes an individual affiliated with an FCM member municipality or PTA who has made a significant contribution to FCM’s international initiatives through collaboration, capacity building, and mentorship.

The Mike Badham International Municipal Partner Award

The Mike Badham International Municipal Partner Award (formerly Mike Badham Award) recognizes an FCM member municipality, PTA, or collaborating organization demonstrating exceptional leadership and impact within FCM’s international programs. This award was named after the late Mike Badham, former president of the Saskatchewan Urban Municipalities’ Association, in recognition of the leadership and dedication he brought to FCM’s international programs from 1996 until his untimely death in January 2006.
