The Green Municipal Fund’s Sustainable Affordable Housing (SAH) initiative supports municipal, non-profit and cooperative housing providers in measurably improving the energy efficiency and affordability of existing and new affordable housing units. The initiative’s mission is to achieve environmental, economic, and social benefits through the retrofitting and building of sustainable affordable housing. In addition, the initiative intends to increase the affordable housing sector’s capacity to undertake sustainable projects, supporting housing providers to better plan, build, operate and maintain energy efficiency projects that achieve these benefits.
The Advisor, Capacity Development (CD), leads in the development and delivery of capacity development programming to support FCM’s Green Municipal Fund (GMF) and its Sustainable Affordable Housing (SAH) initiative. Specific activities include: awareness raising, skill development, training, and peer-to-peer learning to support exchange of best practice in energy efficiency among social/affordable housing providers. Activities will also include documenting, packaging and disseminating information and insights from SAH funded projects; and using innovative methods to increase the readiness of social/affordable housing providers to access the SAH program and succeed in delivering measurable environmental results and social and economic benefits. The Advisor assists with the integration and coordination of knowledge management, exchange and mobilization internally across GMF units and other FCM departments.
- Leads the development and delivery of capacity building programming for the GMF Sustainable Affordable Housing initiative, including the development of capacity building tools, training and workshops, communities of practice and awareness raising programming.
- Develops mobilization and dissemination strategies of capacity development opportunities for optimal impact and reach.
- Designs and coordinates the delivery of specialized content training for GMF staff on various aspects of SAH.
- Supports and maintains partnerships within the affordable housing sector to leverage capacity development programming.
- Collaborates internally with other GMF units and with FCM departments to support development of the capacity building aspects of SAH, to share insights and information, and to continuously improve the funding and capacity building offers over time.
- Fosters inter-unit collaboration within GMF to development information resources and supports other GMF units in knowledge brokering activities.
- Maintains up-to-date knowledge of the affordable housing sector (especially as it related to energy efficiency) and innovative capacity development tools and approaches.
- Develops and delivers program content for FCM events, affordable housing sector events and FCM recognition programs.
- Reviews and analyzes SAH-funded initiatives for the purpose of sharing results and lessons learned.
- Develops and maintains network of housing providers, businesses and associations who are leaders in the sustainable affordable housing field.
Knowledge and Experience
- Requires a Masters’ Degree in a related field, including but not limited to social work, public administration, urban planning, environmental studies, organizational learning, adult education.
- Five – eight (5 - 8) years’ experience in a relevant role (e.g., affordable housing provider, municipal/provincial/territorial housing authority, urban planning, organizational learning, information/knowledge management, training/capacity building, working in an evidence and results-based environment) that requires facilitating information and knowledge exchange within or between organizations, conducting research and developing written materials.
- Strong understanding of the structures, machinery, regulatory environment and function of social/affordable housing in Canada, as well as an understanding of the interests of municipal governments related to energy efficiency and affordable housing.
- Understanding and experience related to capital development and asset management strategies in the affordable housing sector, particularly for energy efficient retrofits and/or net-zero building an asset.
- Experience developing and implementing information sharing tools and peer learning platforms (e.g., communities of practice, web-based/on-line learning, case studies).
- Experience designing and facilitating participatory forums, workshops and training sessions for capacity development and knowledge sharing.
- Excellent verbal and written communication, interpersonal, negotiation, representation and influencing skills.
- Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.
- Domestic travel 3 - 5 times per year will be required, however due to the current COVID-19 pandemic travel is currently suspended.
- The ability to work in both official languages (English and French) is a strong asset.
