The Government of Canada endowed the Federation of Canadian Municipalities (FCM) with $675 million to establish the Green Municipal Fund (GMF). An additional $950 million top-up to this endowment was added to the Fund in 2019. As a leading catalyst for innovation at the local level, GMF offers funding (loans and grants) and knowledge to local governments and their partners for sustainable municipal infrastructure projects designed to support communities to improve air, water and soil quality and to protect the climate. GMF has been a test bed for some of the most innovative, cutting edge infrastructure projects in North America, including structured financing involving a combination of traditional and non-traditional lending techniques. Through GMF, municipalities have built better transportation assets; constructed efficient and resilient buildings; diverted waste from landfill; made previously unusable land available for development; and improved soil and water quality.
GMF also strengthens the capacity of Canadian municipalities to plan and invest in innovative, sustainable infrastructure, thereby saving millions of dollars for taxpayers and creating jobs, which contribute to local economies. GMF shares the lessons and expertise gained from funded initiatives through skills-enhancement, training and knowledge-sharing activities including case studies, manuals and reports, webinars, the FCM Sustainable Communities Awards and the FCM Sustainable Communities Conference. These activities help other communities replicate the successes of GMF-funded projects, multiplying the benefits of those projects across the country.
The Advisor-Financial Solutions develops and delivers solutions on client challenges and change management initiatives in support of the Sustainable Affordable Housing (SAH) Funding team. Central functions of this role encompass leadership and facilitation of financing discussions at key points of the full application, contract negotiation, project implementation and disbursement process, as well as review and analysis to identify and evaluate possible options and creative solutions to inform funding processes and decision-making.
Client service delivery
- Facilitates the monitoring of affordable housing capital project proposals (mostly not-for-profit) through the application and contracting process, working closely with the Funding Manager to effectively identify and address challenges and opportunities.
- Facilitates consultation and negotiation with SAH co-funders (e.g. CMHC, BC Housing) in the leveraging of affordable housing capital projects.
- Validates and confirms capital project financial models and proformas, in addition to monitoring progress towards funding decisions and negotiating drawdown schedules leading to the contracting stage.
- Supports the credit analysis and underwriting of all finance proposal intake into SAH, ensuring appropriate client expectations are communicated and updated on an ongoing basis en route to an ultimate funding decision.
Review and analysis
- Reviews and implements financial tools and processes that more effectively meet the needs of the affordable housing sector, especially as it relates to not-for-profit housing providers.
- Works with the Funding Manager in monitoring and evaluating current funding processes and tools, and researches value-added best practices.
- Reviews and analyzes GMF-funded initiatives for the purpose of identifying best practices in project management and budgeting of capital projects and pilots.
- Maintains up-to-date knowledge of effective and innovative project management tools and approaches.
- Facilitates peer review training and workshops for the SAH program, as well as supports the growth and implementation of the SAH peer review buddy program, an initiative that couples experienced with new peer reviewers to GMF.
- Prepares briefing material to the Funding Manager on capital project funding recommendations, as well as reports on progress towards key annual objectives.
- Prepares documentation and supports Funding Manager in capital project strategic meetings and discussions.
- Participates as required in cross-functional team project work for GMF, FCM Programs department or in FCM-wide initiatives.
- University degree in business administration, finance, engineering, planning or related discipline.
Knowledge, Experience and Skills
- Minimum experience in financial modelling and use and communication of proformas, with underwriting experience considered a strong asset.
- Minimum of 6-8 years of professional experience in project management/evaluation, ideally related to the affordable housing or housing sector, and in a client-focused role.
- Advanced project management experience, particularly as it relates to new and retrofit construction housing projects.
- Knowledge in the areas of program management, ideally as it relates to affordable housing.
- Experience in contract negotiation with Canada’s provincial or Federal housing funders considered a strong asset.
- Knowledge and experience of the municipal approval process as it relates to zoning and permitting considered a strong asset.
- Detail oriented and strong analytical skills.
- Excellent written and oral communication skills.
- Excellent client service skills complimented by a creative and adaptive approach to complex issues and solutions.
- Strong organizational skills, priority management skills, and ability to manage multiple files.
- Sound judgment and understanding of the Canadian housing sector Demonstrated ability to work effectively, both independently and as part of a team.
- The ability to work in both official languages is an asset
