Green Municipal Fund (GMF)

Canada’s federal government recently committed $1 billion to drive low-carbon innovation in communities across Canada. The funding will be managed and distributed by the Green Municipal Fund (GMF), an incredibly successful sustainability program run here at FCM, the national voice for Canada’s local governments. Needless to say, there’s plenty of exciting work happening on the GMF team, and it’s growing quickly.

Knowledge and Sector Development

Advisor, Capacity Building, Sustainable Affordable Housing  

The Sustainable Affordable Housing Innovation Program will be to measurably improve the energy efficiency of new and existing social/affordable housing, reduce greenhouse gas emissions and increase energy and housing affordability through a combination of direct funding (i.e. grants and loans) and capacity building (e.g., information, resources, network support, skill development) to housing providers, including public and private non-profit housing groups to support the construction and retrofitting of energy-efficient affordable housing, including on-site renewable generation.

The Advisor, Capacity Building, Sustainable Affordable Housing, develops and delivers programming to support FCM’s Green Municipal Fund (GMF) and its Sustainable Affordable Housing Program knowledge and capacity building objectives.  Activities include developing and delivering the capacity building elements of the Sustainable Affordable Program, including awareness raising activities, skill development, training, peer learning to support exchange of best practice in energy efficiency among social/affordable housing providers. Activities will also include  documenting, packaging and disseminating information and insights from GMF Sustainable Affordable Housing Program funded projects; and using innovative methods for increasing the readiness of social/affordable housing providers to access the program and succeed in delivering measurable environmental results and social and economic benefits. The Advisor assists with the integration and coordination of knowledge management, exchange and mobilization internally across GMF units and other FCM departments.

Innovative Financing Specialist

The Innovative Financing Specialist will drive GMF’s strategic approach for encouraging municipalities to adopt innovative financing tools and models. This individual will maintain up-to-date knowledge and data on the use of a range of innovative financing  tools and models municipalities can adopt to fund municipal projects (e.g., revolving funds, green bonds) and to support community projects (e.g., property assessed clean energy, on-bill financing). The Innovative Financing Specialist will contribute to GMF’s overall strategic plan including its funding. As well as the knowledge sharing and capacity building for municipalities to achieve optimal environmental, social and economic benefits for Canadians and our communities.

Lead, Energy Sector Development

The Lead for Energy Sector Development will mobilize GMF’s strategic approach for encouraging municipalities to adopt sustainable energy technologies and practices. The Lead will be highly attuned to the key energy sector trends, opportunities and challenges as well as a range of the most compelling solutions. This individual will contribute to GMF’s overall strategic plan including its energy roadmap, the funding strategy for new and existing programs, as well as the knowledge sharing and capacity building for municipalities to achieve optimal environmental, social and economic benefits for Canadian communities. Expertise and experience in both the technical and non-technical aspects of high performance buildings is a strong asset.


Funding Services

Project Assistant, Funding Services   

Responsible for coordination and administrative support associated with processing of GMF applications, and with preparing and processing GMF contracts and disbursements. This includes managing all electronic and hard copy documentation, monitoring the reception of new applications, corresponding with clients, reviewing information for completeness, tracking documents and deadlines, providing follow up as needed, and monitoring of files through the process with a highly client centric focus. Acts as a focal coordination point between Project Officers, Finance staff and other FCM staff on matters related to GMF funding initiatives 

Advisor, Programs Outreach

The Programs Outreach Advisor leads FCM Programs’ efforts to identify, attract and develop the best municipal sustainable projects and contribute to meeting GMF funding targets. The Advisor also provides consistent and clear advice to external clients to help improve their projects and find solutions that are the most relevant to their specific needs and circumstances. The Advisor has a comprehensive understanding of program offerings, best practices and market trends including the latest developments in the energy, transportation, waste, water and brownfield sectors. The incumbent is responsible for developing networks and provide advice to encourage the adoption of more sustainable practices that will lead to the transformation of the municipal sector. 

Project Officer

The Project Officer provides assistance and guidance to applicants to the GMF loan and granting process, while providing superior client service in all phases of the funding life cycle. The Project Officer is responsible for reviewing applications for quality, completeness and adherence to application criteria, summarizing peer review assessments and recommending files and amount of advance funding for approval. The Project Officer is also responsible for guiding grant recipients through the contract negotiation, execution and fund disbursement processes.

Manager, Funding Services

Reporting to the Senior Manager of Funding Services, the Manager, Funding is responsible for managing all aspects of the application, contracting and disbursement processes related to Plans, Studies and Pilot Project initiatives as well as the GMF loan and granting process for capital projects. This role includes the management of funding services staff, coordination of workflow and the oversight of funding applications, contracting and disbursements. The incumbent will monitor and evaluate processes for continued improvement of the client experience.


Program Governance & Performance

Assistant, Program Governance and Performance

Reporting to the Senior Manager, Program Governance and Performance, the Assistant, Governance and Performance provides direct administrative and operational assistance to the Program Governance and Performance (PGP) Unit of GMF. Key responsibilities include providing comprehensive and efficient administrative support, which includes monitoring and maintaining calendars and daily schedules, assessing priorities, coordinating and scheduling meetings, preparing documents, taking the meeting minutes of GMF Council meetings, and helping with communications, events and materials production to support PGP staff.

Economic Benefits Specialist

Reporting to the Manager, Impact Research and Performance, the Economic Benefits Specialist provides expert guidance ensuring excellence in the measurement, tracking, and demonstration of economic impacts for all Green Municipal Fund (GMF) initiatives. The incumbent is responsible for all reporting related to the economic metrics of GMF-funded projects, provides expert guidance and support to staff, applicants, and external stakeholders, and uses key indicators and other related information and data to illustrate the investment levering effect story of the GMF. The Economic Benefits Specialist identifies opportunities to improve the economic measurement and reporting process to better meet the needs of FCM and applicants to its programs and is responsible for articulating the economic levering results of the fund’s direct investments and the spin-off economic benefits that will accrue to the sector from replicated and follow-on projects unlocked by the GMF’s activities.


Managing Director Office

GMF Operations Manager

The primary purpose will be to support the Managing Director by continuously assessing and addressing issues that serve as barriers to team or GMF organization operating at maximum effectiveness.  This role will also play a central role in project management and coordination for all GMF program-centric initiatives related to the successful launch of GMF’s new programming streams and related initiatives. This includes, managing the integration of overall timelines and interdependencies related to the new funding offer development, capacity building and knowledge products that compliment the offer, core systems and application, contracting and oversight process design and development.
