Who can apply

1. All Canadian municipal governments
2. Their project partners, which includes:

  • Private sector entities
  • Indigenous communities 
  • Municipally owned corporations
  • A regional, provincial or territorial organization delivering municipal services
  • Non-governmental organizations
  • Not-for-profit organizations
  • Research institutes (e.g., universities)

We fund pilot projects for initiatives that have the potential to help you divert at least 60% of municipal solid waste from your landfill, no matter how much you’re already diverting (i.e., 0-59%). If your municipality has already achieved the 60% target, your project must demonstrate the potential to move beyond it. If you are from a remote community, your diversion project must target a diversion rate of 15% over your current baseline. This funding helps Canadian cities and communities of all sizes reduce, reuse and recycle material that would otherwise enter the waste stream.

Pilot projects assess solutions in real-life conditions. They evaluate either a small-scale version of a project or a full-scale, replicable version.
You may compare several options or assess one option’s ability to divert solid waste from landfills. If your municipality is responsible for institutional and commercial waste, you may include it in your pilot project. 

Pilot projects involving thermal treatment are only eligible for funding if your municipality has already achieved a total diversion rate of at least 60% with reduction, reuse, recycling or biological processes. That diversion rate does not apply to thermal treatment projects in remote communities. If you are from a remote community, your diversion pilot project must target a diversion rate of 15% over your current baseline.

We fund pilot projects that examine either the financial performance of environmentally proven initiatives, or the financial or environmental performance of a new initiative. It should also assess your initiative’s social benefits (e.g., better health for local residents, job creation, youth engagement).

Pilot projects related to construction and expansion landfill or those related solely to constructing transfer stations are not eligible.

Examples of what you might pilot:

  • Reuse or recycling programs and infrastructure (e.g., centres, ramps, containment areas)
  • Source separation of waste
  • Incentives to encourage diversion 
  • Waste management systems that increase the diversion of waste from landfills
  • Thermal treatment processes (for municipalities that have already achieved a waste diversion rate of at least 60%)
     
Target

Divert at least 60% of municipal solid waste from your landfill, or move beyond the 60% mark if you have already achieved it. If you are from a remote community, achieve a diversion rate of 15% over your current baseline. 

Amount

Grant: Up to $350,000 to cover up to 50% of eligible costs

Quebec municipalities

FCM has an agreement with Quebec's Ministre des Affaires municipales et de l’Habitation (MAMH) that allows the ministry to review applications to GMF before they are submitted to FCM. Quebec municipalities applying for funding from GMF must follow the process below to submit their application to MAMH.

Once you have completed all the steps in the ‘How to apply’ section, submit your application by following the steps below. Note that the content of the links is available in French only.

  1. Save your application form using the appropriate file name.
    • Save the application form to your local device with the following filename: FMV_ "your municipality's name"_ "date" (YYMMDD). For example: FMV_TownofABC_180228.pdf
  2. Log in to the Portail gouvernemental des affaires municipales et régionales using your username and password. Select the program, "MAMH - Fonds municipal vert".

  3. Upload and submit the application form through the portal. Note this is an external site.

  4. Receive confirmation from MAMH.
    • MAMH assesses the applications to ensure that the projects submitted do not conflict with Quebec's government policies and directives. Once the assessment has been completed, MAMH informs the applicant of their decision and sends compliant applications to GMF for review.
    • MAMH requires up to 15 working days to review the application and forward it to GMF.
  5. Receive approval from GMF.
    • GMF will inform the applicant once they receive the application from MAMH and review the submission. If the application is approved for funding, an agreement between FCM and the applicant is prepared.
