State of Canada's Cities and Communities 2013

Whether in large urban centres, smaller regional hubs or rural and remote communities, municipal governments are on the front lines of some of the most pressing challenges facing Canada and Canadians. And whether the issue is environmental stewardship, infrastructure renewal, public safety or immigrant settlement, local governments often lead the way in finding solutions.

But this has come with a steep price tag. The difference between the fiscal and institutional capacity of local governments and the cost and growing complexity of the changing demands they face is squeezing their ability to deliver on traditional municipal mandates. This report leans on the lessons of the last 20 years to chart a way forward.
