Outstanding Contribution to International Programs
Union of British Columbia Municipalities
Since 2005, the Union of British Columbia Municipalities (UBCM), has supported a great number of overseas local government associations on a wide range of organizational development issues.
The municipal experts at UBCM have provided strategic planning and local economic development support to many local government associations in Asia, including the League of Cities of the Philippines (LCP), the League of Municipalities of the Philippines, the National League of Communes and Sangkats of Cambodia and the Association of Cities of Vietnam.
Throughout this collaboration, UBCM's membership and board have been very supportive. Provincial government officials have also been mobilized on various occasions to contribute advice and provide training to overseas partners.
Municipality of the County of Kings, Nova Scotia
The County of Kings spearheaded FCM's municipal programming on environmental hygiene and waste management in Battambang, Cambodia.
Battambang learned about waste collection and recycling, municipal approaches to reduce waste going to landfills, and how to inform and engage citizens. The County of Kings expanded the scope of this project and is now helping Battambang develop a local economic development strategy. The two communities are also working together on pilot projects to stimulate the local economy. This project benefitted from a very supportive council and garnered the support of third parties, such as the regional waste management and local economic development agencies.
Outstanding Contribution to Global Municipal Networks

Roger has been involved with FCMI since 2002, beginning as local coordinator of a partnership between Amherst and Escalante in the Philippines focused on business attraction, expansion and investment. Roger was able to mobilize Council, municipal staff and the business community around this project. The local economic development strategy he helped Escalante develop included the creation of "one-stop" business centres to help entrepreneurs avoid unnecessary red tape. Since 2009, Roger has been offering technical support to the Cambodia component of our Municipal Partners for Economic Development program, providing valuable input into FCMI's Local Economic Development-focused programming and offering training to local government staff.
