Government of Canada and FCM announce $5.7 million Green Municipal Fund investment in the province of Quebec (01/12/2017)

Granby, QC — Pierre Breton, Member of Parliament for Shefford, on behalf of the Honourable Jim Carr, Canada's Minister of Natural Resources, joined Edgar Rouleau, Mayor of the City of Dorval and member of the Federation of Canadian Municipalities' (FCM) Board of Directors, to announce funding for 26 initiatives in communities across Quebec through the Green Municipal Fund (GMF). Through grants and loans, this $5.7 million investment supports innovative projects, studies and plans that will directly or indirectly reduce greenhouse gas (GHG) emissions and address climate change impacts.

Municipalities play a key role in environmental protection. The announced investments will lead to greener communities and a better quality of life for their citizens.

The announcement was made in Granby where the municipality has taken an innovative approach to a common problem faced by many communities. The city's new stormwater management technique can be applied without having to replace the existing system. It is the first of its kind in the province and serves as an example for communities across Canada.

Another project funded through GMF is located in the Municipality of Saint-Antonin in the Bas Saint-Laurent region. Saint-Antonin will replace two 10-wheelers with two new biodiesel trucks, as well as two gasoline trucks with two hybrid vehicles. The anticipated reduction in GHGs is 42 tonnes per year, which is comparable to taking nine vehicles off the road for one year.

Other initiatives include an intelligent waste collection pilot project in Drummondville, and testing new techniques for revitalizing city-owned brownfields in Montreal.

The Government of Canada endowed the Federation of Canadian Municipalities with $550 million to establish the Green Municipal Fund. An additional $125 million top-up was announced in Budget 2016. The Fund supports partnerships and leveraging of both public and private-sector funding to reach higher standards of air, water and soil quality, and climate protection. To date it has funded over 1,100 municipal projects.

Stormwater management - Saint-André East

The City of Granby is planning to solve the sewer backup problem in the block bound by Saint-André East, Grove, Bellevue and Lansdowne streets using an innovative and cost-effective stormwater management technique applied in new developments, rather than the traditional pipe replacement approach. For this project, Granby selected three stormwater management techniques: decreasing impervious pavement from 12 to 7 metres; installing a below-ground retention basin; and building a vegetated swale along the roadway. The advantage of these techniques is that the existing system will remain in place, while eliminating site runoff for the 90th percentile 24-hour rainfall. The city will also build a sidewalk to promote active transportation to schools and places of work.

Innovative aspect:

  • This project is based on surface water management measures normally used in new developments. Using these techniques in built environments is a first in Quebec, and possibly even in Canada. It will prove that it is indeed possible to apply green solutions to correct problems without replacing existing systems that are still functional. These measures could be fully or partially replicated in other areas of the city that have the same sewer backup problem as well as by other municipalities

Environmental benefits: 

  • Reduce sewer backup risk

  • Decrease volume of water overflow into the Yamaska River during rainfalls

  • Reduce volume of water directed to water treatment plant therefore increasing its capacity and service life

  • Enhance quality of runoff water through vegetative filtration

  • Decrease heat islands and improve air quality by increasing green space

Economic benefits:

  • The use of a green stormwater management technique applied in new developments is more cost-effective than the traditional pipe replacement approach

  • Reduce pressure on municipal sewer system

  • Increase in-house expertise, thereby increasing the city's autonomy and reducing need for external expertise

Social benefits:

  • Reduce vehicle speeds and increase road and pedestrian safety

  • Promote active transportation by installing a sidewalk

  • Raise public awareness of environmental issues through public presentations of the results

Municipality of the Township of Gore, QC

The Municipality of the Township of Gore is planning to implement the EcoLoan program to replace outdated septic systems near lakes on its territory. A feasibility study performed in 2013 and partially funded by GMF showed that close to 50 per cent of the septic systems near lakes are defective or substandard, which poses a significant risk for the quality of water bodies in the Township of Gore. 

Overall, the project will contribute to replacing a maximum of 47 outdated septic systems with advanced secondary systems. Property owners who take part in the program will receive financial assistance from the municipality by signing an agreement that would apply 70 per cent of the cost of replacing their septic systems to their municipal tax account.

This project is in progress.

Innovative aspect:

  • This project includes an innovative financing approach. In Quebec, the use of loan bylaws for private property improvements is generally not feasible, unless the improvements fall under the category of special cases. For this project, the municipality obtained the Province's approval to fund the project by way of a loan bylaw. The project therefore has the potential to demonstrate the need to review provincial legislation applicable to similar projects

Environmental benefits:

  • A 20,000 litre decrease in the quantity of liquid waste contaminating the watershed

  • Reduction of the risk of lake eutrophication, which is dangerous for aquatic life

  • Reduction of lake and drinking water contamination on the territory

Economic benefits:

  • Increased revenues from property taxes

  • Stimulation of local economy

Social benefits:

  • Extended service life of septic facilities

  • Improved public health

  • Increased public awareness of water quality and conservation issues

Municipality of Saint-Antonin, QC

Following the submission of an action plan to reduce GHG emissions from motorized equipment, the Municipality of Saint-Antonin will replace its two snow removal trucks and two municipal pickup trucks. The new snow removal trucks will use biodiesel, while the pickup trucks will be replaced with hybrid vehicles. The municipality wishes to make these replacements in order to meet the new environmental standards of 2017, as well as reduce its fuel consumption and the amount of salts and abrasives used.

Throughout the Regional County Municipality of Rivière-du-Loup, no municipality currently uses trucks that use biodiesel, which is renewable and biodegradable. In addition, these truck models were chosen based on the construction of a new biomethanization plant that will produce biofuel in the region (GMF 10210).  

This project is in progress.

Innovative aspects:

  • The new vehicles include technology to optimize performance. The logbook of current trucks can therefore be compared with the records of new trucks and quantify the mileage and fuel consumption before and after vehicle replacement

  • Opacity tests could be carried out on the exhaust pipes of the current trucks and on the exhaust pipes of the new trucks in order to compare the two measures. The tests will detect the concentration of smoke and dust from the evacuation systems

  • The municipality has a system for monitoring the quantities of gasoline or diesel used per unit. Therefore, it is possible to know at all times the exact amount of gasoline consumed by each vehicle

Environmental benefits:

  • 50 per cent reduction in energy use by trucks and pickup trucks
  • 45 per cent reduction of GHG emissions by approximately 42 tonnes CO2 eq./year and atmospheric contaminants of 117.99 kg/year
  • Reduction in the amount of salts and abrasives and the quantities of gasoline and motor oil used

Economic benefit:

  • Savings on the purchase of salts and abrasives, motor oil and maintenance parts

Social benefits:

  • Improvement of air quality
  • Increased public awareness of 2017 environmental standards
