The Green Municipal Fund (GMF) is pleased to announce the appointment of two exceptional new members to GMF Council, who will play a pivotal role in advancing our strategic priorities and supporting our three-year strategic plan. Their extensive expertise and innovative perspectives will be crucial as we continue our mission to drive environmental sustainability and transformative community development across Canada.
Ursula Eicker
Ursula Eicker is the Canada Excellence Research Chair in Smart, Sustainable and Resilient Communities and Cities and the Founder and Director of the Next-Generation Cities Institute at Concordia University in Montréal. Her expertise in decarbonization strategies for cities, urban digital twins, and sustainable urban infrastructure positions her as a leading authority in the field. Prof. Eicker has an extensive publication record and leads multiple eco-district projects across Canada.
Vito Dellerba
Vito Dellerba is a Managing Director in the Sustainable Investing team at Caisse de dépôt et placement du Québec (CDPQ). He has previously served as Head of Sustainability at Otéra Capital and Senior Director, Government Credit. Vito's extensive background in investment management and sustainability, along with his Chartered Financial Analyst certification and academic credentials from Concordia University and Cornell University, make him a valuable addition to the Council.
GMF Council is composed of leaders from the federal, municipal, and environmental sectors from across Canada. It is dedicated to guiding GMF in promoting innovative environmental programs and fostering sustainable community development. With the addition of Ursula Eicker and Vito Dellerba, the Council is well-positioned to enhance our strategic priorities, which include promoting innovative financing models, fostering community resilience, and driving tangible environmental and social benefits.
Our new members will collaborate with other Council members to shape initiatives that drive real-world impact and supporting the transformation of Canadian communities into models of sustainability and resilience. Their diverse perspectives and deep insights will be invaluable as we work towards our goals.

FCM’s Green Municipal Fund (GMF) is a globally unique organization providing funding and education to municipalities to help them both reach net-zero and build resilient communities, while also delivering economic and social benefits such as jobs, housing and infrastructure. Since inception in 2000, it has helped reduce greenhouse gas emissions by 2.87 million tonnes, funded nearly 13,000 person-years of employment, enabled nearly 30,000 sustainable affordable housing units, and contributed $1.2 billion to the national GDP via the more than 2,100 approved projects. GMF manages approximately $2.1 billion in programs funded by the Government of Canada.
